一个是环境评估，一个是economy study，政府根据这些，计算相应的基础设施和公共服务的预算，一般情况下，除了正常税收，政府还会收取impact fee。
至于其它商户营业额增加，也会同样引起各种基础设施费用的增加，道路交通水电的负荷都会增加导致维修费用增加，钱不是白赚的。
