Our family is two W2s which don't qualify FA. Someone suggested us to fill the form. The rational is to show the school: You have decent income and your kid won't potentally quit in the future due to any financial reasons. In short, it said filling the form helps the application even you don't want FA or even merit scholorship (for T5).
In the end, we didn't fill and we are lucky that kid is admitted in an EA top school. So who knows which way is the better one.
收入超过need based aid, 但是希望申请merit based scholarship.

网上也有说：收入超过就无需提交fafsa and css, 表明有能力支付全额学费，有助于申请。
网上有的说merit scholar不需要提交fafsa?
我们按照第一个说法，一开始就全部提交了fafsa, 原因是以为merit based scholarship也需要提交fafsa.
然后大学收到fafsa, 就不停的发邮件要CSS. 要的不急的，就没给，一直不停的发信要的，就交了。
现在申请完了，还是一团浆糊！搞不清到底哪个是对是错。
百万富翁还要申请补助，为什么不能让其他人多一点机会呢
拿了FA但不是很穷的比没拿FA和拿了至少学费全免的明显处于劣势。
没拿FA的比拿FA的有优势
但拿了全部FA的和学费全免的又比拿了部分FA的有优势。
如果你申请了case，或者NYU，如果你现在不填，入学后家庭情况有变，你也不允许申请FA
能拿FA当然要填。拿不到就不填。特例除外。

我们没有填，early顺利录取
不过看学校录取profile里面，的确有标出来学生有没有申请FA，以及学校觉得学生会不会真的需要FA。但是我觉得这个不是决定的关键因素。
