據我所知，提案通過后就已經是done deal。 一旦通過，就會成立9人的調查小組花三年時間研究誰應獲得賠償，怎樣去賠償。我已經在考慮要不要renew ID的時候把自己的Race改成“African”了（哈哈，開玩笑）。
我不大關心那法案三年后怎樣，我關心的是究竟under什麽的condition才要或不需要選民投票通過法案？
