In many states, landlord is responsible for making the unit inhabitable. If extended outage for heat, electricity, gas and/or water causes the unit to be inhabitable, here is his options
(1) stop paying rent and live in the house without utility service until the outage is over.
(2) terminate lease and move out, and you have to refund deposit.
(3) landlord providing temporary electricity, heat, gas and/or water and he continues to pay rent.
This is at least true for CA and NY. I cannot guarantee for any other states.
Also check your landlord policy to see if they cover lost rent in such situation.

If a quarantine ever happens, please make sure there are enough non perishable food for a couple of weeks at home. We do not have a generator. Have never needed a generator before.

肯定是和CA, NY差不多的。但实际来说，断电气断水的情况下，小房东也很难有办法。如果房客因此不付房租，这种属于天灾的情况下，landlord policy是否赔付房租，要问一下保险公司。我想如果因为没有供暖导致frozen pipe, water damage，所以房子不能住人，landlord policy是赔付的。
