For those same taxpayers – i.e., income in excess of $466,950/$415,050 — under the Clinton plan, the sale of an asset held less than two years would be taxed at 39.6%, plus the Obamacare tax of 3.8%, for a total rate of 43.4%.

He would then align the preferential rates afforded dividends and capital gains to the new brackets, while also eliminating the net investment income tax — along with the rest of Obamacare.
