So, if I were you, I would: find out how to file a suite in your original city, then confront her that she had explicitly agreed to pay back the deposit and everything checked out fine, and if she insists on breaking her own words, you will sue her in court. 60+% chance she will give in. If she doesn't, well, $1K+ is enough for you to try the court. Worst case you just lose the money but you learn something about small claim courts.
It's not about the $1K. It is about not being taken advantage of in this world, and have the courage to fight for your rights.
