炸不炸不是标准，标准是看meltdown的程度。再说4个堆都炸过，只不过日本政府告诉大家，大丈夫，没有关系。
级别确定取决于炸的概念，如果是核爆炸（这个核爆炸跟原子弹爆炸还不太一样，毕竟核燃料浓度很低，距离武器级差得很远），肯定是7了，而之前所谓的炸都是氢气爆炸，跟核爆炸没有关系。
