有一说一，STEM OPT是Bush延长到29个月+auto gap (up to 6 months), 即29-35个月，Obama又给延长到fixed 3年（36个月). 但36并不比29-35好很多，因为每年就一次申请H1b的机会。

stem opt 3 年extension 是在大饼不变的情况下 stem vs. non-stem major之间分大饼 因为国会每年批准的名额没有因为3年stem extension翻倍 以前根本就不用抽签 第一次抽签好像还是2014年左右 那时候中签率90%以上 extension以后用人公司 更喜欢stem major 哪怕有些工作 stem & non stem 一样都可以做 比如商科的data analytics 之类的 因为可以抽3次 非stem的机会都被stem抢走了 非常不公平
