外国人在美国待30以上，需要登记

楼主漏写了一个单词： all unregistered aliens (or previously registered aliens who turn 14 years old) 就是非法移民的意思。

这个命令应该只是针对非法移民的，因为他们没有登记证明。
而永久居民携带的绿卡就是登记证明，合法签证持有者携带的签证和入境卡就是登记证明。
当然，非美国公民的同学也要切记一点：每次搬家，必须在10天内向移民局报告新住址。这个规定几十年以前移民法就有，但移民局没有每年检查，从现在开始移民局将每年检查。
