Cian Ci, a former Vice Secretary and Vice Director of the Standing Committee of Liaoning Provincial People's Congress, has been brought to trial on charges of bribery. The accused allegedly used his positions as acting mayor, mayor, and secretary of the Communist Party of China in Panjin City, Liaoning Province between 2008 and 2018 to gain benefits for related companies and accepted bribes amounting to over 97.65 million yuan. Cian Ci pleaded guilty in court. The 58-year-old from Donggang, Liaoning Province, had previously held several high-ranking positions, including Secretary of the Communist Youth League of Liaoning Province and Chairman of the Provincial Youth Federation. In February 2008, he became the Deputy Secretary of the Panjin Municipal Committee and Acting Mayor, later serving as the Secretary of the Panjin Municipal Committee in 2010 and the Secretary of the Anshan Municipal Committee in 2016. He was promoted to Vice Director of the Standing Committee of Liaoning Provincial People's Congress in January 2018. Cian Ci was investigated on June 2, 2022, and was subsequently expelled from the Communist Party and dismissed from public office on August 30, 2022. The reason for his expulsion was his involvement in bribery and abuse of power, where he allegedly instructed private entrepreneurs to offer bribes to officials, used his power for personal gain, and accepted large sums of money illegally.
