I haven't checked it lately, but I recall that, at least for my insurer, I need to max out auto liability before they can offer me umbrella at a lower rate. This actually makes sense because umbrella can cover auto/home and liability caused by any member of your family, so it's a broader coverage than auto. Umbrella's marginal cost diminishes fast though, so you can go to 2M without much increase on the premium for a 1M coverage for instance. Again, I haven't researched on that for a while. Do talk to your insurer.
