Regulations didn't call for more temperature censors on the train or along the tracks. Regulations didn't call for more frequent monitoring. Yes that company lobbied against installation of simultaneous breaks on all cars which doesn't look like bearing any impact on this derailment. The train was not speeding and crew didn't do anything wrong. The train was stopped fine but those cars were already derailed. The investigation is still ongoing and so far this is the cause. You certainly have great 20/20 hindsight to call it avoidable.
