Marcus savings account cannot verify and decline application

第一次碰到，浪费我30分钟，网上填了savings account open application, 要求打电话给他们，等了半天说不能verify my identity or whatever, 不能开户， 具体原因未知，这种情况大家碰到过吗？我在citi, AMEX, Ally 从来没有碰到过这种情况
