感觉是counting前省略了the number is

我觉得counting前面有个省略掉的主谓语 ”it is”
主谓语同时省略的比如”Sick！” “stunning！”

两个语法规则：
1. And 连接的两个东西，语法角色应该是相同的。把and连接的两者之一去掉，应该还说得通。
2. 分词可以当名词用。比如经典的to fuck the fucking fuckers. 也可以说to fuck the (people who are) fucking. 后面是现在分词当名词。这时候这个分词的主语可以省略，根据上下文infer. 补的东西必须在语法上是兼容的。
我的答案是
1. 如果and 连接的是kill的对象
killed more than 318000 american and (a number (of people) that is) counting.
把and 和前面的去掉试试确实也说得通
killed a number (of people) that is counting.
2. 如果and连接的是两句话
killed more than 318000 american and (the number is) counting.
考虑到and counting是个俗语，应该和前面的数字结合更紧密，我倾向按1理解。如果按2理解，你其实没学到新东西。按1理解我们还可以这么写
31800 and counting are being killed by covid-19.
不管怎么样，counting的主语都是number.
