我觉得CDC这个机构设定的就是很模糊,搞不清他们职责到底是什么,权限到底有什么,到底是一个独立机构还是全权听政府指挥。我到现在都没搞清楚他们发布的各种guidelines,到底算是个什么东西,有没有法律效应。感觉也就医院比较care他们的guidelines,其他根本没人在乎,不遵守也不能拿人怎么样。然后他们除了嘴炮些guidelines,还有什么权限么?这个机构给我的感觉真的是全靠一张嘴说说,其他既做不到也没权限做。
同属HHS麾下,NIH大家很清楚知道是搞研究的,FDA大家很清楚知道是批药批各种东西的。而且感觉这俩机构相对都比较独立,权限很大,工作上比较少会被政府指手画脚。但是CDC这个机构到底是干嘛的?我觉得还不如把它变成一个统计机构,发布发布各种疾病统计数据就完了。然后再单独成立一个机构,用CDC的数据去进行分析,给出各种suggestion,再明确一下这些suggestion到底是有什么样的效力。至于对病毒进行测试这种东西,感觉CDC的研发实验能力根本胜任不了,还不如让NIH和商业机构来搞,专业人才还多些。

我觉得似乎CDC可以对医疗系统形成一种类似于法律规范的东西,但是出了医疗系统这种“法律”就降级为类似于口头suggestion类的没人鸟的东西。我猜是医疗系统有特殊的regulation,不遵守CDC的要求会变成类似于非法行医一类的问题。
