法案最后会加哪个版本， 是闭门协商， 不到最后一刻谁都不知道是什么样的。 combo卡是durbin提出来的amendment 原版里面没有。 所以很有可能最后没有这条保护

正常走立法程序情况不会这么严峻， 参众两院的版必须要统一才能总统签字。现在的情况是，两院版本差了很多， 正常程序时间来不及， 所以众议院推手才会想把这个法案加塞到spending bill里面，因为议员们也不会因为这个法案就否了spending bill。现在能做的就是make the noise 让大家知道法案的危害，不能随便加塞。
