During or before a critical period like incurring pandemic, some Chinese people might have to encounter certain daily excutive orders announced by national leaders (USA and China) unexpectedly.
That might sometimes causes unnecessary impact or tension for most innocents.
The kind of semantics mentioned above might be occassionally required, if noy always.

你这也就是拾人牙慧，没看出你有什么思想。美国现在已经110万人感染，超过6万5千人死亡。就这样，很多政客还在推动复工。要论冷血自私无底线，美国这里说是第二，没人敢说第一。

在像大流行这样的关键时期内或之前，一些中国人可能不得不遇到国家领导人（美国和中国） 意外宣布的某些日常行政命令。
对于大多数无辜者来说，这有时可能会造成不必要的影响或紧张。
如果总是麻烦的话，有时可能需要上面提到的那种语义。
只是一个想法！
美国这次抗疫不成功，一个原因是民主国家本身对待天灾人祸就不是最高效的，历来都是如此。第二就是这次疫情本身也吃了厉害国的亏，先是数据不真实导致轻敌，其次厉害国一月份就把全世界口罩防护服扫光导致其他国家无口罩可用。如果要有则需要给厉害国下跪，被其威胁，你说如何选?第三，工业体系的弱点暴露，不能自己生产口罩，需要以来进口。但不管怎么说，这些弱点都能慢慢纠正，911之后美国做出了很多措施来修正，后面也没有在美国本土上爆发过大型的恐袭事件了。这次疫情也是如此，等平静下来自然会反思和找策略修正。
但厉害国让人绝望的不光是措施了，而是做人方面。已经让人唾弃的地步了。现在作为中国人，真的有点抬不起头的感觉。
中国政府确实一直那样不意外，但是对中国人民这次是有些失望。在中国有健康活着的自由吗？被恐惧控制得人人失去自由还拍手称赞。在失去知道真相的自由后，自欺欺人地嘲笑他国的真实数据，还痛斥他国希望找出真相的愿望。
疫情是搞出来的吗？如果在政府不控制人身自由的情况下，疫情只能控制得这样，也是人民自己的事吧！
