Apparently, your current effort for the re-election is not focused on battling virus. Active action speaks much stronger than splendid speech. Rally might not help you take up the white house again. Far from it, it is extremely inconsiderate and dangerous to gather a crowd of thousands with the risk of exposure to the vicious virus at the rally. Moreover, the public seems to be lack of the awareness of the potential damage of the virus and scientific understanding how widespread and destructive the virus is. It is absolutely not the flu. From other countries, it is known that the horrible transmissibility and toxicity of the uncontrolled virus could definitely increase the morbidity and mortality, then annihilate the healthcare systems, and eventually paralyze the nation. It broke out in Wuhan first, which at least gave the States two months to prepare for the defense. Sadly, it seems that few effective measures were taken. The CDC performed extremely few samples for the virus test, and did not inform the public and medical care provider with necessary guidelines. For example, in the beginning, they only tested virus on the patients who traveled to Wuhan and showed strong symptoms, ignoring the facts that many virus carriers were not from Wuhan and they were of slight symptoms or no symptom. As a result, there are more cases of unknown origin emerging over the country now. It is time to prevent things getting worse. Here are some suggestions: 1.Declare state of war against the virus.2. Train the health care providers with hand-on experiences from other countries that are struggling or dealing with the virus, and raise the public awareness of self-protection.3. Launch an investigation into the incompetence of CDC in screening the virus, and re-organize it .4. Keep tight control of the border, and revive the manufacturing of medical supplies.5. Once the situation is under control, send manpower and supplies to help other nations. There is no deal with the virus. As the situation improves, so does approval rating. 你可以写信，但是他指挥不了医生和州政府，除非州政府请求联邦帮助。所以最好是和你自己州政府联系。他能做的就是断航和让海外回来的人隔离。

不过发声总是好的
加一句，很多政府都fail了，原因是天平一端是指数式的模型，而另一端往往是线性或多项式性的，因此时间是一个非常critical的变量。很多政府都忽视了这一点，指数式的outbreak 很可怕
