Why didn't you ask their HR directly, a lot of times, government HR just assumes you know that green card is required to work for county and state government. If you wait till the last step and find out they cannot hire you, you are just wasting your and their time. For your information, normally county and state government requires green card at the minimum. They do not have bargaining power to sponsor you or not.

Because most of the government HRs assume the applicants know that you need to be eligible to work in order to apply for the government jobs.
