我的理解是,美国公民14天内去过中国的只能降临在指定的机场。其他的持中国护照只要从中国来,包括从别的地方转过来的,全部不能入境,需要Preclearance。

持有美国绿卡只是拥有合法在美国居住权利的外国人, 他们并没拥有宪法赋予美国公民一样的权利.
well,其实不是这样,绿卡的权利之一就是“与美国公民一样受到联邦,州,和地方法律保护”。所以很多时候立法需要小心,给美国公民提供某一些福利或者权益的时候(比如政府奖学金),永居和公民的福利是一致的,否则法务那一关就过不了。我参与过类似的事情,所以知道。
不大可能,绿卡入境,居住和travel的权利是INA给的,不是那么容易改变的。

让居住在美国已经过了经济担保期的绿卡人士享有跟公民一致的生活福利那是人道和政策, 不是宪法. 至于还在经济担保期内跑去拿福利的绿卡人士, 那行为是违反相关条例! 按现时政策这类人有被取消绿卡遣返原国的风险.
我没拿过福利也没参与任何“类似”的事, 不过就是喜欢闲着没事看各种有关法律法规的书而已.
