很多人在糾結綠卡的直系親屬是否被禁，原因在於沒有理解一點: permanent resident在法律上不屬於foreign national：

既然被禁的是foreign national, 所以斷句1是沒有邏輯的, 因爲PR壓根不算foreign national所以根本不需要“other than”. 斷句2才是正確的.
