"Malaysia Airlines offered initial financial assistance to the families of Flight 370 passengers on Tuesday, and promised that additional compensation was being prepared.
The payments of $5,000 per passenger should help families cope with the immediate financial strain caused by a long search for the plane. But the airline is eventually likely to pay next of kin compensation that ranges into the millions of dollars per passenger. "

Investigators revealed that eight minutes after the last complete transmission from Malaysia Airlines 3786.KU -2.17% Flight 370, there was a "partial ping" from the aircraft that could help unravel what happened to the missing jet before it stopped flying.
The final partial transmission from the missing Boeing Co. BA +0.51% 777-200ER, which disappeared from civilian radar on March 8, "originates with the aircraft for reasons not understood," said Chris McLaughlin, senior vice president of Inmarsat ISAT.LN +3.13% PLC, which operates the satellite.
The company is investigating the partial ping—or digital handshake between the jet and the satellite—as "a failed login" to its satellite network or as a "potential attempt by the system [aboard the aircraft] to reset itself," Mr. McLaughlin said.
The cause of the partial ping could have several possible explanations, he added, but that human interaction with the satellite communications system had been ruled out.
"We're not looking at this [partial ping] as someone trying to turn on the system and communicate," he said.
The partial ping is the latest in a series of clues that have presented new questions for investigators as they try to piece together what happened to the missing aircraft and the 239 people aboard.
Unlike the partial final ping initiated by the aircraft, the earlier, roughly hourly contacts originated as part of automated communications between Inmarsat ground stations, its satellite and the jet. Those transmissions are intended to ascertain if the jet is able to send and receive information.
A statement released earlier Tuesday by Malaysian authorities indicated the U.K. Air Accidents Investigation Branch determined there was "evidence of a partial handshake between the aircraft and ground station" that followed the last complete ping eight minutes earlier.
Investigators said "at this time this transmission isn't understood and is subject to further ongoing work," but didn't elaborate.

诚然,这次事件,马来西亚政府的反应,特别是信息发布,令人大跌眼镜,以致中国在总理、总参谋长和大使等层面多次要求马方提供准确信息。
这是基于中国政府对公民海外人身安全保护的职责,但尽管马政府各机构,包括其媒体都暴露出诸多问题,中国政府仍然不方便直接指责。而中国相当多的公众对国家利益及其边界、实现手段的认识仍然极为粗糙,基本还停留在村民扯皮的阶段。实际上,中国仍然只能通过外交渠道提出要求,若对方做得不好或不作为,当然可能影响两国关系,但远达不到马来西亚就此对中国国家犯下了国际罪行,应当承担国家责任,或者中国政府就此有权对马政府提出强制要求,甚至采取什么强制措施的程度。因而中国不少网民群情激愤,要求对马来西亚“强硬”、“教训”甚至武力云云,完全是无知之语。
包括劫机在内,除非能证明是政府指使甚至组织(如洛克比空难最终被证明是利比亚政府特工所为),仍然与空难一样,属于不可抗力和偶发事故。而这种事故一旦发生,仍然需依据一系列习惯原则来决定由哪国组织应对和调查。
这次事件中,中国是航空器目的地国,但这个目的地并未到达。而马来西亚是航空器所属国和出发地国,虽然导致灾难的行为,以致最终坠毁的地点很可能发生在公海上,马来西亚仍然是最方便的组织者。
包括前几日澳大利亚在卫星照片中发现疑似残骸后,仍通报给马方。只是各国飞机从澳空军基地起飞搜索,澳方应马请求承担起组织责任,但明确坠毁,各国力量移师南下后,澳仍表示搜索指挥权在马方。美国至今也只是提供协助。
这些都不过是国际惯例,并没有太多霸权或者谁看不惯谁的问题,遇到马这种能力有限的国家,也是客观现实,无法报怨。当今世界本来就发展极不平衡,跨国活动的风险因地而异,再强的国家也只能对国民提出风险评估、警告和事后救援,而无法要求自己的国民走到哪里,哪里就必须担保安全。这是全球化时代的特点之一,没有什么好办法,美国公民在海外个别甚至集体遇险遇难也时有发生。
当然,对中国乘客来说,作为消费者与空运服务承运人马航之间存在合同关系,由此产生了民事法律的责任和义务。因而其家属有权要求亲人得到妥善救助和善后赔偿,这是另一回事。有些中国报纸酷爱强调马政府必须“面对公众尖锐质询”,恐怕平时另一些国内的事多这么强调一下就更好了。
实际上,这次事件完全可能刺激全球航空业加快技术进步,尽快普及ADS-B(广播式自动相关监视)等技术手段,使民航客机不需任何地面辅助设备,即可使地面掌握其精确位置和飞行姿态,这将比黑匣子等事后被动措施有效得多。
ADS-B系统无需应答,各机都主动广播数据,相互联网,即使在无法部署航管雷达的地区,也能随时了解相互位置,而不像现在只有地面空中管制员了解空中全貌。
中国在这方面尽管起步不晚,但已经存在与国际体系接轨不畅的问题。其背后的原因又不无受制于人等担心。其实从这次事件来看,现在哪里是追求不受制于人的时候。Inmarsat不帮忙,中国的信息获取和马来西亚不会有什么区别,而搜索仍然会在错误的海域忙碌,只能抓住马来西亚这么一个在卫星通信和民航技术上也说了不算的小国大骂。
当然,此次事件也必然使中国另一自主技术得到高度重视和强大推进。众所周知,北斗导航系统目前只是区域性的,但其导航方式可以在飞机等用户获知自己位置的同时,也让总地面站掌握其位置。客观地说,这在这次事件中会有一定用处。而全球性的北斗二代正在酝酿之中,南印度洋显然是一代所无法覆盖之处。
更大的问题是,北斗二代即使全面建成,除中国军机以外,能够指望马航也用它,而不用GPS,以及以GPS为基础的ADS-B技术吗?很难,它显然达不到ADS-B的程度。这些,恐怕都是受此事件刺激,势必是大干快上高新技术手段的中国必须思考的问题。

The $5k is just the initial payment.

Don think it'll happen in this case. Paying $150,000 to $175,000 each will not be a problem for most of the airlines.
