He was probably the most incompetent, verbally abusive manager I had in my 30 year career with the state. I did bring these issues up to my superiors, who because of their workload or disinterest in the matter, failed to do anything about it. Needless to say, Mr. Bowen was the main reason that I decided to retire one year earlier than I had planned. Also, because of this man, the California Department of Public Health has last two other good Section Chiefs to other programs or departments. Sad, sad,sad!!!

我有点没搞清楚这个是个什么情况。她是被迫去拍照的？她有啥把柄抓在老板手里了？

新闻里说是故意在路人的时候拉开大衣，里面一丝不挂，然后男的站远处拍照。至于是不是专门target孩子就不知道。不过被骚扰的是两孩子，这就严重了。让我想起来小时候早上上学遇到假装跑步的暴露狂，狠得牙痒痒，欺负小孩你算什么。可惜没人管这样的事。
