担任参议院外交关系多边机构小组委员会主席的共和党议员托德・杨(Todd Young)去函世界卫生组织总干事谭德塞，要求他出席听证会，就外界的疑虑作出解释。
杨参议员发布的新闻稿指出，对于世卫组织面对全球新冠疫情所扮演的角色深表怀疑，并担心中国在该组织中的影响力已经产生压倒性和危险的后果。此前，特朗普总统表示将调查美国对该组织的援助。
杨参议员强调：“作为世卫组织最大的资助者，美国纳税人有权知道WHO对疫情反应的事实，如此一来，世界才能从错误当中学习。”
这封信函谈到，在新冠疫情爆发初期，中国政府就试图隐匿，不让国际观察家及中国人民了解真正情况，对此，世卫组织不是选择谴责并要求获得更多疫情的信息，反而是赞扬中国政府表现。
杨参议员还批评WHO排除台湾的做法，他说：“台湾多次试图警告2019新冠病毒具有高传染性，但WHO则没有接受相关告知。”
