韩国总统尹锡悦“冲冠一怒为红颜”的事情，大家都知道了。截至目前，事态的进展是韩国六大在野党向国会提交弹劾案，按流程，将在当地时间6日或者7日表决。回顾整个“戒严令事件”，尹锡悦在幕僚坚决反对，军方也不支持，甚至没通知美国的情况下发动政变，实在让人费解。美国媒体倒是没评价尹锡悦的行为有多离谱，他们开创全新思路，讨论起：如果同样的事情发生在特朗普治下的华盛顿，我们该怎么办？

回顾韩国的宪政史，再结合全球各国的政变先例。要实施一次成功的军事政变，必须具备以下条件。首先你要掌控军权，有枪在手才好办事。其次行动要快，不能让你想清除的目标有闪转腾挪的空间。第三要低调，办事儿的时候不能大张旗鼓，成功之后才能对外宣布。最后起码要争取到一部分人，不管是内部还是外部的支持，这样才有利于政变成功后，迅速稳定局势。
对照一下尹锡悦的行为，你就会发现以上的所有条件，他都不具备。据知情人士透露，尹锡悦宣布戒严令之前，曾召集半数比较“忠诚”的国务委员开过会，包括国务总理韩德洙在内的多数人，都不知道尹锡悦要干啥，在他宣布将要发布戒严令的时候，全体国务委员都表示强烈反对，但根据韩国宪法和戒严法，国务会议只能审议戒严令，不能进行表决，最终尹锡悦力排众议，办成了这件事。

最终的结果，我们都看到了。这可能是韩国历史上最搞笑的一次政变。它实质上成了尹锡悦的“政治自杀”。现在，尹锡悦方面还没有出面表态，可能还在争取执政党的支持，但各大在野党党首已经说了，如果你们不通过弹劾案，不排除过段时间，尹锡悦会再发布一次准备更充分的“戒严令”。
美媒很担心
好，韩国的部分我们就聊到这里，现在只等尹锡悦会不会被弹劾下台，和后续以什么罪名被送进监狱。美国这边又是怎么回事呢？一句话，以CNN为首的亲民主党媒体认为，如果特朗普上任后，遭到民主党弹劾，他也可能干出类似的事情，让军队进入国会山，破坏“美国民主”，总之今天的首尔，很有可能就是明天的华盛顿。
这个话，并非全无依据。因为特朗普在2020年的“黑命贵事件”和输掉大选之后，都尝试过指挥美军来“平叛”，尤其“国会山骚乱”前后，他也提出过利用戒严令，来继续维持权力。这次他赢得大选“王者归来”，已经说了要用军队清扫“内部敌人”，那些对他进行过政治迫害的民主党人，你们就等着瞧吧。

这种预设立场的讨论，又是美西方新闻学的魅力时刻。CNN讨论的前置条件，已经是民主党可能会弹劾特朗普。我们之前也聊过，特朗普从胜选到宣誓就职这段时间，其实相当危险，民主党会不会想办法阻止他上任，或是在他上任后，想办法把他搞下台，都是未可知的事情。
懂王会咋办
那么，参照尹锡悦的精彩表演，特朗普能不能这么做呢？按照美国宪法和戒严法，联邦政府和州政府，都有权在经历战争、动乱和重大自然灾害期间实施戒严令。美国200多年历史上实施过68次戒严令，但大部分都是州一级，而且多是因为自然灾害。上次联邦一级的戒严令还要追溯到“珍珠港事件”，联邦政府对夏威夷下达了为期3年的戒严令，太平洋战争就此打响。
一些法律专家认为，美国总统无权宣布戒严令，这是属于国会的权力。美国最高法院也从未做出过类似裁决。但特朗普的情况比较特殊，他是美国历史上第一位，集白宫、国会、最高法院支持于一身的总统，如果共和党极端派议员都站在特朗普一边，在国会两院拿到过半票数不是什么难事。
真的吗，我能这么干吗
就算在程序上，特朗普不能直接宣布戒严，他也可以引用《反叛乱法》等相关法律，在全国范围内部署美军，这样产生的实际效果也等同于戒严了。总之特朗普这次啊，是“人在家中坐，锅从天上来”，不过换个角度想，这也算是尹锡悦用他的政治生命，为特朗普指出了一条“从未设想过的道路”吧。
