根据法新社报导，美国日前与莫斯科及基辅官员分别进行会谈后，俄乌双方已同意避免对黑海通行船只发动攻击，同时禁止攻击对方境内能源设施。不过俄方表示，协议的正式生效仍取决于西方是否解除部分制裁。
泽伦斯基于29日晚间的例行全国演说中指出，「美国提出的无条件停火提案已经搁置太久，俄罗斯方面却始终没有做出充分回应。」他强调，如果国际社会能对俄罗斯实施更强硬的压力，「或许停火早已实现」。他也对那些理解此点并加强对俄制裁的国家表达感谢。
俄罗斯总统普丁（Vladimir Putin）日前已公开拒绝美国与乌克兰联手提出的30天全面无条件停火协议，仅愿暂停对乌国能源基础设施的空袭。此外，普丁还提出一项争议性要求，将泽伦斯基撤职纳入和平条件之一，激怒基辅方面，令协议前景更加渺茫。
