Employment rates are defined as a measure of the extent to which available labour resources (people available to work) are being used. They are calculated as the ratio of the employed to the working age population. Employment rates are sensitive to the economic cycle, but in the longer term they are significantly affected by governments' higher education and income support policies and by policies that facilitate employment of women and disadvantaged groups. 刚开始看到这个新闻,以为是个假消息,一周工作1小时以上就属于就业,怎么可能?但事实很快将我认为的不可能击得粉碎,进一步查证后发现,还真是如此,而且参照的还是国际劳工组织标准!
这让我非常吃惊,什么样的工作每周工作1小时可以养活自己?我们参照的这个就业标准是不是有点太低了?如果按照这样的标准,恐怕我们的有很多就业统计都没有什么意义,以往发布的就业(失业)数据也都有必要重新审视。
就业是国家大事,社会大事,也是每一个家庭、每个成年人生活中的大事,它是社会经济和稳定的基础,是绝大多数人幸福生活的最基础支撑。人们有活干,有钱挣,才能谈得上尊严发展,才能买房消费娶媳妇,才能对人生对社会对未来有信心,否则一切都是空谈。就业(失业)数据如果不扎实,失去数据统计应有的服务于社会治理目的,恐怕会引发一些大问题。
最近以来的青年失业数据都在20%以上,相当于每5个青年人里面就有一个人处于失业状态,这已经相当可怕了,如果是按照每周一小时以上的标准来定义,那会更加可怕。这样下去,不仅经济难以复苏,社会面恐怕也将面临越来越大的稳定压力。
青年人是国家未来,他们有这个年龄所独有的特点。他们有冲劲,有热情,怀揣对未来的美好梦想,是国家与社会未来,如果有合适工作机会,他们是社会与经济发展的生力军。反之,如果长期陷入失业或半失业状态,看不到对未来的希望,会变成一股非常危险的力量。
所以,全社会方方面面都应该把就业问题放到更重要的位置,应该想尽千方百计增加就业岗位,特别是增加普通家庭背景年轻人的就业岗位。要真正让企业让社会感受到拼经济的决心,让经济尽快复苏,市场尽快活跃起来,创造更多工作机会。
只有就业充分了,经济活力恢复了,社会自由与创新空间打开了,宪法与法律规定的公民法定权利得到保障了,大家对市场对未来有希望有信心了,才能避开所谓的中等收入陷阱,才能打破“凡是和美国关系不好的国家经济民生就不行”的魔咒,实现国家发展的宏大长远目标。
