美国国务卿蓬佩奥2月7日在美国国务院会见到访的欧盟外交与安全政策高级代表丰特列斯。
美国国务卿蓬佩奥对美国州长们发出警告说，美国正在联邦、州和地方层面与中国开展全方位的竞争，其结果将会影响美国的外交政策和国家安全。
蓬佩奥星期六（2月8日）在华盛顿举行的全国州长协会会议发表讲话说，他知道中国希望在美国进行投资的人都可能找过各位州长了。他说，美国与中国的经济关系可以是互惠的，就像美国总统特朗普上月与中国签署的第一阶段贸易协议所展现的那样。
蓬佩奥同时警告说，中国对美国的弱点进行了战略分析，正寻求利用美国制度的开放性来在各个层面占美国的上风。蓬佩奥说，中国政府支持的一个北京研究机构去年颁布一份报告，对全美50个州的州长的对华态度进行了分析。蓬佩奥说，“他们为你们每一位都进行了是否友好、还是顽固或模棱两可的态度评判。我要让你们自己来思考一下你们到底持什么态度。中国已经有人这样做了”。
蓬佩奥说，这份报告列出了在座的很多州长的名字，而且中共“正在做你们的工作”，包括州长周围的团队。
蓬佩奥说，与中国的经济关系可以是强有力的，但对国家安全也很敏感。他警告说，“中国在托皮卡（Topeka，堪萨斯州城市）和萨克拉门托（Sacramento，加利福尼亚州首府）的所作所为对华盛顿和北京以及更远的地方都会产生影响”。
蓬佩奥表示，中国近年来没有像很多人在二战结束后希望的那样转变成一个自由民主的国家。中国在国家主席习近平的领导下已经走向相反的方向，即更多不公正的商业行径，国内更多的压迫，军事政策更具侵略性。
蓬佩奥要与会的州长们了解，中国很重要，可中国却是在谋求自己的战略利益。蓬佩奥说，他将就中国问题发表一系列的讲话。
蓬佩奥指出，美中两国在很多领域正在进行合作。美国已经向中国运送了将近18吨的医疗物资，帮助抗击新冠病毒，而且还建议向中国和受病毒影响的其他国家提供额外的一亿美元的援助。蓬佩奥并向本周在武汉去世的一位美国公民的家人表示哀悼。
中国政府上星期指责美国对新冠病毒的反应过度，而且没有提供“任何实际的援助”。美国总统特朗普2月7日称赞中国国家主席习近平对新冠病毒疫情做出了“迅速、有力和非常集中”的反应，并预计习近平将会成功。
